French Views of Slavery Essay The issue of slavery has been touched upon often in the course of history. The institution of slavery was addressed by French intellectuals during the Enlightenment. Later, during the French Revolution, the National Assembly issued the Declaration of the Rights of Man, which declared the equality of all men. Issues were raised concerning the application of this statement to the French colonies in the West Indies, which used slaves to work the land. As they had different interests in mind, the philosophes, slave owners, and political leaders took opposing views on the interpretation of universal equality. Many of the philosophes, the leaders of the Enlightenment, were against slavery. They held that all people had a natural dignity that should be recognized. Voltaire, an 18th century philosophe, pointed out that hundreds of thousands of slaves were sacrificing their lives just so the Europeans could quell their new taste for sugar, tea and cocoa. A similar view was taken by Rousseau, who stated that he could not bear to watch his fellow human beings be changed to beasts for the service of others. Religion entered into the equation when Diderot, author of the Encyclopedia, brought up the fact hat the Christian religion was fundamentally opposed to Black slavery but employed it anyway in order to work the plantations that financed their countries. All in all, those influenced by the ideals of the Enlightenment, equality, liberty, the right to dignity, tended to oppose the idea of slavery. Differing from the philosophes, the political leaders and property owners tended to see slavery as an element that supported the economy. These people believed that if slavery and the slave trade were to be abolished, the French would lose their colonies, commerce would collapse and as a result the erchant marine, agriculture and the arts would decline. Their worries were somewhat merited; by 1792 French ships were delivering up to 38,000 slaves and this trade brought in 200 million livres a year. These people had economic incentives to support slavery, however others were simply ignorant. One man, Raynal, said that white people were incapable of working in the hot sun and blacks were much better suited to toil and labor in the intense heat. Having a similar view to Raynal, one property owner stated that tearing the blacks from the only homes they knew was actually humane. Though they had to work ithout pay, this man said slave traders were doing the blacks a favor by placing them in the French colonies where they could live without fear for tomorrow. All of these people felt that the Declaration of the Rights of Man did not pertain to black people or their descendants. All people were not ignorant, however. There was even a group of people who held surprisingly modern views on slavery; views some people havent even accepted today. In his Reflections on Black People, Olympe de Gouges wondered why blacks were enslaved. He said that the color of peoples skin suggests only a slight difference. The beauty of nature lies in the fact that all is varied. Another man, Jacques Necker, told people that one day they would realize the error of their ways and notice that all people have the same capacity to think and suffer. The slavery issue was a topic of debate among the people of France. The views of the people, based on enlightenment, the welfare of the country or plain ignorance were tossed around for several more years until the issue was finally resolved. In the end the philosophes, with their liberated ideas, won out and slavery was abolished.

Us Constitution The US Constitution The Constitution is the basis of all laws in the United States. This Constitution is a document written by outcasts of England. The Constitution of the United States sets forth the nation's fundamental laws. It establishes the form of the national government and defines the rights and liberties of the American people. It also lists the aims of the government and the methods of achieving them. The Constitution was written to organize a strong national government for the American states. Previously, the nation's leaders had established a national government under the Articles of Confederation. But the Articles granted independence to each state. They lacked the authority to make the states work together to solve national problems. After the states won independence in the Revolutionary War (1775-1783), they faced the problems of peacetime government. The states had to enforce law and order, collect taxes, pay a large public debt, and regulate trade among themselves. They also had to deal with Indian tribes and negotiate with other governments. Leading statesmen, such as George Washington and Alexander Hamilton, began to discuss the creation of a strong national government under a new constitution. The United States is a republic that operates under a federalist system. The national government had specific enumerated powers, and the fifty states retain law biding powers over their citizens and their residents. Both the national government and the state government are divided into three different branches, executive, legislative, and judicial. Written constitutions, both federal and state form a system of separated powers. Amendments to the Constitution of the United States may be proposed in two ways: (1) If two-thirds of both houses approve, Congress may propose an amendment. The amendment becomes a law when ratified either by legislatures or by conventions in three-fourths of the states. (2) If the legislatures of two-thirds of the states ask for an amendment, Congress must call a convention to propose it. The amendment becomes a law when ratified either by the legislatures or by conventions in three fourths of the states. This method has never been used. The Federal Government is comprised of three branches: Executive Branch, the Legislative Branch, and the Judicial Branch. The executive branch includes the President the vice President, the cabinet and all federal departments, and most governmental agencies. The President has the power to make treaties, but only with two-thirds of the US senate The President of the US has the power to nominate all Supreme Court Justices, all other federal juries, ambassadors, and all other officers of the United States. The President had the jurisdiction to veto legislation. The vice President is the President of the Senate. The President is the head of the thirteen government departments. These departments are not listed in the constitution and have varied in name and in number over the years. Currently they are the DEPARTMENTS OF STATE, TREASURY, DEFENSE, JUSTICE, INTERIOR, AGRICULTURE, COMMERCE, LABOR, HEALTH AND HUMAN SERVICES, HOUSING AND URBAN DEVELOPMENT, TRANSPORTATION, ENERGY, and EDUCATION. The heads of each department form the cabinet, which is the highest advisory group to the President. The executive branch also includes dozens of government agencies. There is a difference between departments and agencies. Agencies have a very specific purpose while the departments are broader. Heads of any governmental agencies are not members of the cabinet. All federal legislative powers are vested in the Congress of the United States, which contain two chambers, a Senate and a House of Representatives. There are one hundred Senators, two from each of the fifty states. Senators serve six-year terms. The House of Representatives has 435 members, the population of each state determines this number. Each state is granted minimum of one representative. Each representative serves a two-year term. The powers of Congress are specifically enumerated in the Constitution and include, among other things, the power to lay and collect taxes, duties, and tariffs. Congress also has the power to regulate commerce with foreign nations, among several states, and with Indian tribes. We may, however, wake up one day lamenting the loss of the order that the Cold War gave to the anarchy of international relations. For untamed anarchy is what Europe knew in the forty -five years of this century before the Cold War, and untamed anarchy- Hobbesââ¬â¢ war of all against all - is a prime cause of armed conflict. Those who think that armed conflicts among the European states are now out of the question, that the two world wars burned all the war out of Europe, are projecting unwarranted optimism onto the future. The theories of peace that implicitly undergird this optimism are notably shallow constructs. They stand up to neither logical nor historical analysis. One would not want to bet the farm on their prophetic accuracy. The world is about to conduct a vast test of the theories of war and peace put forward by social scientists, who never dreamed that their ideas would be tested by the world-historic events announced almost daily in newspaper headlines. (1866) (Pg.73) Certainly, aspects of primitive warfare have had high success rates throughout war and history, yet the majority of Keelyââ¬â¢s examples are only of individual battles. The majority of Primitive societies lack the required population, food, and artillery to win the war. Attempting to differentiate the success rate of primitive and civilized warfare is an unattainable task. While particular historical battles have proved the effectiveness of uncivilized warfare, economic and social resources should be considered in every individual case. Keelyââ¬â¢s illustrations and examples of past war patterns disprove the myth that primitive societies will always be defeated by civilized armies in time of war. Proving primitive effectiveness is clearly Keelyââ¬â¢s aspiration in Chapter Five.
